Perhaps, but again, the entire Trump strategy is to make it so common that it stops being unacceptable and becomes normal.
But tweeting to people who are never going to think it acceptable, and don't think it's normal, isn't going to affect that. Tribe's audience must be self-selecting. They must already loathe Trump.
