And let's take the example of somebody who has made your life worse. Are you "allowed" (whatever that might mean) to be happy if they die suffering horribly from cancer? It's certainly not a clear cut issue in terms of what it might say about character, for example.
If they've made your life marginally worse - say they didn't promote you for bad reasons - and then you jump for joy after their death, I'd say it's fairly clear that it's not okay, it speaks to a lack of virtue.
Or another example - the bombing of Dresden. Would it be okay to celebrate the deaths of 70,000 people burnt to death on the grounds they were (indirectly) complicit in Nazi atrocities. Again, it's not clear that it would be okay (despite what the Nazi punchers might tell you).
There are right and wrong ways to react to suffering and death. Celebration, for example, might be understandable in some restricted contexts, but you're going to have a hard job arguing that it's virtuous.
