If you toggle the zoom level in Chrome it will correct itself. I do not have any zoom set at the windows display level (just normal 100%). If I move the taskbar back to the bottom of the screen, the issue goes away. Also, Chrome must be maximized to produce the issue.

I'm on a completely fresh windows 10 PC and Chrome install as of today. I cleared the cache, tested in Incognito and MS Edge (no extensions). To reproduce: Taskbar must be on left side of screen, Chrome or Edge browser must be maximized, open a Youtube video in new tab.
