She’s right. He should be held accountable. Work in IPV/DV indicates that that’s not a question to ever ask the survivor.

All victims get, the whole length of the relationship, is judgment about why they stay. Help with what they ask for after you express empathy and treat them like adults. They will then be able to tell you what they need, which is never judgment.
