Global mitigation "rules" (eg Carbon Law, halving emissions every decade), are nice & catchy, but they mask the mitigation challenge facing developing countries. "Global Rules Mask the Mitigation Challenge Facing Developing Countries" Could easily argue they mask the challenge facing developed countries too, since to allow for pathways missing rules, others must significantly exceed them. Same goes for sectors, not just countries.
