    California proposed a .4% annual wealth tax that applies to former residents who already left within the past 10 years, and to current residents for ten years after they leave. The rate is reduced by 10% for each year of absence. Any wealthy person who moves into Cal. is nuts.

        I’m licensed in California as a Chiropractor but have practiced in Asia for the past 7 years. Cali has a law that says if you owe them taxes they can go after your professional license. I can switch state licensures but that’s one avenue they can go after...

        I agree. But the state claims that since the wealth was accumulated while you lived in Cal. they still have a right to tax it after you leave.
