Wouldn't the solution be to just heavily police those 5 streets? And therefore you'd see a massive drop in the overall crime rate? Or would it just shift elsewhere to less patrolled areas?

Crime isn't where you find it, it's where you look for it. If law enforcement patrolled brokerage houses on Wall Street like they do tenements in Harlem the picture would be very different!
