That sounds kind of fun and interesting actually.
I once proposed a Terminator game where the entire game had just one terminator that is hunting you. Not just that but it's also feeding you lots of false information through various mediums, also posing as NPCs.

The original Bethesda early 90s DOS game was similar to this, and you could apparently play as the Terminator doing the hunting too!
