      Here's what should happen: 1. They must decide whether they really care (Plan A) 2.           Why do you doubt that they've chosen Plan B? All of their actions(lack of actions) point to that direction.

          They chose PLAN B a long time ago. The Trump Administration decided in March they “don’t take any responsibility at all” and would leave it up to cities and states to fight COVID19. If the cities/states succeeded Trump would have taken credit. Now he’ll put the blame on them.
