New: Votes are beginning to shift on the DC Council for $215M sports betting contract. Mary Cheh - who had supported the deal so far - tells me she's now planning to vote no. Our story from Fri on how most of deal would benefit firms w/ city hall ties:https://www.washingtonpost.com/local/dc-politics/most-of-the-districts-215-million-sports-gambling-contract-to-benefit-political-insiders/2019/06/28/ff0ebf58-9928-11e9-830a-21b9b36b64ad_story.html?utm_term=.aec7ad6fc6fc …

Cheh says she thinks council was misled about urgency of advancing a no-bid contract, and that she read 'almost in horror' about the political connections and lack of experience of the subcontractors who would get most of the $. 'It's a little much, really... let's start over.'

Charles Allen also has switched to a no vote. "I think it stinks, and I'm not going to vote for it," Allen says.

Allen says he's concerned about how subcontracts are playing out and that more of projected revenue from gambling isn't going to early childhood and violence prevention programs.

W/ Allen and Cheh -- along w/ likely no votes from Grosso, Nadeau and Silverman -- council is two members shy of 7-vote majority to reject contract and go back to drawing board. Key members to watch: R. White, T. White, Gray, McDuffie

One thing to keep in mind - and this is likely to be a key argument of those who want to move ahead w/ contract - disapproval would mean plugging a projected $15M hole in DC budget general fund next year from lost sports gambling revenue.

On the other hand, this is only a projection, and estimates of how much money sports gambling would actually bring the city have already been lowered once:https://www.washingtonpost.com/local/dc-politics/sports-gambling-will-earn-dc-20-million-less-than-projected-officials-say/2019/06/26/b1b67956-9826-11e9-916d-9c61607d8190_story.html?utm_term=.97088077febf …

CM Robert White tells me he hasn't made a final call, but is leaning toward voting no on the no-bid ("sole source") sports gambling contract. "Honestly, it’s hard for me to imagine that I could find a strong enough justification for a sole source contract at this point," he says.
