How does @nytimes editorial board actually acknowledge “years of federal disinvestment” and then not call for more federal investment?

The conditions in NYCHA are a Dickensian. It's hard to not see the decades of disinvestment, Federal, State and City as anything but deliberate. The end result is residents experiencing toxic stress from living with disrepair and disrespect, with no alternative spaces to move to.

Agree that this is a missed opportunity. Hopefully, the
@nytimes will see this as the part of an editorial opportunity to raise federal funding (you know, with an eye om 2020).
