You could use kernel sources on WSL to compile a kernel for another device if needed. It also needs to be there so any clones you bootstrap from WLinux will also be self-hosting/bootable in various environment WSL, KVM, AWS, metal, etc.

When you run WLinux or any distro on WSL, either from the store or built and sideloaded yourself, the Linux kernel is not executed. The kernel is present in the image WSL "mounts" but it is not running.
