Linux Foundation has not "endorsed" WLinux, it has merely authorized a trademark sublicense, see https://www.linuxmark.org/programs/legal/trademark/sublicense-agreement …. The WLinux image does contain a Linux kernel but that kernel is not initiated when used with WSL. I would be happy to answer any other questions you have.
