I’m trying to think of anything but tbh one difference is that dks were raised by Arthas and Forsaken by Sylvanas . I mean after all, whole work is done by Val’kyr? I guess they are all just dead asses rotting inside and that’s about it

Na. Difference is that the Forsaken DKs were killed TWICE. First as a human and raised as a Forsaken, and second time as a Forsaken and raised as a DK. It can also be that those are human DKs that sided with the Forsaken. They are both human corpses. Sylvanas can't raise DK.

New Forsaken are raised by Sylvanas, but the DK starting zone takes place during Wrath, so she didn't have one yet. I've wondered this myself. I guess they're just Scourge who were released to become Forsaken and now they're Scourge again and now they're free again
