The job of a manager isn't to persuade reports to work harder & longer to meet some benchmark. The job is to make sure that the organization as a whole can sustainably and reliably meet the required standard for outputs. You won't find the fix on the individual contributor level.

Trying to plug the gap with rockstars, unicorns, "A players" etc only exacerbates problems with the system when they distance themselves from the broken process and seek individual glory so they can be promoted & fix it, or look good in interviews and leave.

Like most system design, this doesn't just apply to tech. Very few systems that produce poor results can be fixed through enforcement (tough on crime, etc).
