Once you reach 1,000 subscribers overall (channel lifetime count) that's one part of the eligibility, example starting at 0 reaching 1,000 subs. The second part is to get 4,000 watch time hours in the last 12 months.
For certain channels this will be tough. We're hitting the 4,000 hours of watch time pretty easily now, but it's not really the type of channel people subscribe to yet. Working on it though.
