Dear Senator, The tax cuts are designed to push the American economy towards an ideal 1,000,000 new workers each month, thereby increasing the pool of money available for taxation purposes. The bill partially fails by not lowering tax rates for the impoverished.

The Impoverished don't meet the income levels so pay no Federal income tax, more of them get an annual welfare check consisting of 'credits' (freebie), that taxpayers pay for.
