I don't want to hear anymore b.s. about not having funds. The approval of that enormous budget and the amount that went to defense is incomprehensible.

Actually, the legal requirement is for the DOE to ask for the funding. The executive branch is not required by law or anything else to come up with the money. But as the President cannot pass any bill at all, it is up to the congress to actually work independently for funding.
