Yes this impacts students negatively, but it's entirely inappropriate to limit your objection to only them. This hurts all of us, student, business, private citizen, all of us. It's damaging to our economy and the ability for so many to live the lives they want to.

Can individual states pass laws requiring providers maintain net neutrality? If so, every blue state should pursue those laws now.

Not realistically. ISPs are national companies, and federal communications standards are set by the FCC. States could attempt to put their own regulations in, but the companies could simply claim their HQ was in a different state so they weren't beholden to those regulations.
