What about legal adults who have used vaping to get off cigarettes? Do they have to go back to cigarettes?

According to the National Youth Tobacco Survey, 5.7% of high school kids vape more than 20-days per month (the only ones who may be "hooked"). The rest is rare experimentation. US Surgeon General says 1/3rd are vaping THC, not nicotine, so let's drop that to 3.8%. "Epidemic"?

The teen use issue is an issue with the education system as well - too many kids are feeling too much stress, that's why they turn to e-/cigarettes in the first place. Change the education system so it focuses on each kid individually and you won't need to ban flavored hot juice.
