Seems Congress should quit funding the military since those funds don't go to military projects at all.

Isn't diversion of funds specifically appropriated by Congress a failure to carry out the law? And wouldn't that be in a President an impeachable offense, a direct dereliction of executive duty?

Put the wall contractors on notice. Bills wont be paid for work not authorized by congress. Order them to stop work. Put the money where it belongs.
