How about starting with providing regular "literacy" skills first? Not sure "technology" helps educate children in the least, we are by far the most "schooled" and least "educated" society in history.

If you want to provide more access equity then please do something to reduce the cost of service for all. We pay almost as much for the taxes and fees as we do for the service.
