If such a program works out here like similar policies enacted elsewhere, then for a relatively minor investment of public funds, you get a modest economic boost from allowing parents to return to work sooner, and a bigger boost in 20 years when the kids become adults.

If this is such a good policy, why are states not doing it themselves? Why not let your home state do it and not have beltway know nothings such as yourself decide policies that can be handled locally.
