The majority of sales are "third party" or "social sales", meaning an older person (someone above the age of consent) sells to minors. Solve that and you've gone a long way toward solving the problem. IF that's what you want to do.

It’s not a nicotine problem it’s a law enforcement problem. FDA does not care about adult smokers who quit by vaping. They want the money from Big Tobacco. What about you. What do you want? As a constituent I’d like to know.
