  Actually a true shutdown will hurt top earners who benefit from costly government subsidies. Subsidies they will no doubt recover in full if there is indeed a shutdown.

  They don’t have any reason to care. Congress gets paid while federal employees miss paying bills during Christmas. Legislation tying congressional, cabinet, and White House pay to shutdowns should be written and passed.
