Having children is a choice. Working outside the home is a choice. Government should not be in the child care business.

1/ It's the same in the UK there needs to be some creative thinking about how we achieve a work life balance. It can't be business as usual the current economic models are failing and the situation will only get worse as automation takes over .

We have parents raised on one income families who now require 2 incomes and no presence at home. If less than fulltime no employer benefits required. This is not the US I was raised in.

If you want to do something, look at the laws and restrictions that limit or hinder private, in home child care. I was a child care provider during my children's grade school years. It is a safe and viable low cost option.
