If the state can override local orders, then the state should be required to provide the required PPE, etc so that these businesses can operate.

What is that capacity number? Fire Marshal occupancy? Who enforces this part of the order for the governor?

I don’t know about enforcement but it’ll be lawsuit central if someone gets infected and there was potentially over 25% occupancy in a mall or store they were at. Insurance companies should call their retail clients right now and tell them to keep their doors closed.

NYC has over 12k deaths due to covid. TX, the entire state, has under 700. Why wouldn't they want to open up, at least a little?
