"Upgrade to Python 3" <- that is because Python 3 developers decided to break backwards compatibility. Software that relied on Python didn't *have* to change, it was *forced* to change.

While this is technically correct, it's actually a tricky question of responsibility. Asking Python developers to design a perfect immortal interface the first time is a large ask.

If those were the kinds of reasons behind why this is happening, most software would be mostly static. It’s not. So I think you need to dig beneath your explanations.

Most software is not static because of new features and bug fixes. Bug fixes are probably more avoidable than now. New unimportant features could be avoided as well, but it's can be tricky to tell in advance.
