    Without the information needed to answer these kinds of questions, policymakers might reasonably propose solutions to “shortages” that cost a lot more money than needed or approve new prep programs/certification pathways that are not in their state’s long term interest

    With the information they have currently, state policymakers can’t answer basic questions like: Do we have a shortage in teachers across the state or only in one city/region? Do we just need more math and special ed teachers or do we need more teachers in all fields/subjects?

    But we don’t have good data on how many teachers we need to be enrolling in and graduating from teacher prep in order to meet national needs, let alone more specific local needs

    There is a lot we don’t know. The HEA Title II data that I used in my paper gives us great information down to the state level of how many people finish teacher prep, in what subjects, etc

    There is also research showing a decline in enrollment in teacher prep during recessions, which would mean a decline in enrollment during the current recovery would not be a result of broader economic trends (see ) (h/t )

    It’s understandable that people would make that assumption, but we really don’t know whether there is a shortage. Such a big drop is probably not good, but it doesn’t necessarily mean we don’t have as many teachers as we need. Here’s why:
