The problem is you can’t email YouTube unless you’re in the YouTube Partner program, which I am in but he isn’t

Isn’t there some sort of google support? I know someone went through YouTube support when their account got hacked and were usless, 4 weeks he still hasn’t got his account back but when he got in contact with the YouTube twitter account he got his channel back within 24 hours!
