If it's infinite, it must contain infinite instances of everything, which includes infinite variation and infinite repetition. With no end. If anything or any possibility is excluded then it's not infinite.

You could have an infinite non-repeating sequence of the numbers 3, 1,7 and 5 for example and it would never contain a 9 despite being infinite, an infinite universe could be the same
