To be more detailed, yes, supply lines and convoys can be protected, but that itself represents a cost to the military, both in terms of money and manpower.

Glomar have the simple response, but I'd add that offense almost always beats defense. Shoot and scoot with mortars takes an awful lot of resources to stop.
