It means (somewhat humourously) Nice-NRx. NRx basically meaning the ideas of the blogger Mencius Moldbug, which explore what will deliver ideally competent government, tl;dr: in his view not democracy. A competent govt might be able to manage fallout from the migrant crisis.....

I gather this is the mash-up of this with the sad fact that in the UK you can get away with ideas that would otherwise be unacceptable as long as you're polite and well spoken, and smile.

I'm not talking about policing. I'm talking about the lamentable tendency to confusing form with content. If you say the same things as JRM with a different haircut and tattoos, you "ideas" aren't as acceptable.
