It was a saying: if someone refers to someone when talking to a third person as 'she' rather than by name they'd say 'who's she the cat's mother?!' but yes it might be British or has fallen out of use

I have heard, on good authority, that certain subsets of Americans were once known to have proper, if abridged, manners. Hard to believe in this day and age.
