Thank you for thinking outside the box. The state of California has done this in the past in conjunction with credit unions. The state reimbursed the credit unions when the budget was passed. Workers were able to get the exact amount of their checks.

If there is a will, there is a way. If they don’t, then their respective clients ought to think long and hard whether they want to patronize these banks, when mortgages come up for renewal.

Before retirement I was a career firefighter for Cal Fire. Both Bank of America and Wells Fargo extended that courtesy to state workers several times during budget impasses that occurred over the course of my career.

That state worked a deal with banks, issued employees IOUs in lieu of checks and banks honered them as if they were cash, but banks had to wait for reimbursement from the state until after a budget was hammered out.
