EU and Australia. EU for the choices of countries I could live in and OZ for the weather. Maybe Russian aswell.

Not as far as I know. You have to be a citizen of an EU country.

This made me quickly look up the matter and it seems that there's pro-EU fanatics who wish there were something like a "EU passport" and share photomanipulated images of how they envision such a passport. Luckily it doesn't really exist.
