Outlook is not all on your secure company server, Microsoft stores everything in their cloud server for webmail, backup, etc. The user license agreement grants them the rights to use the information in the same way the government can tap your emails/calls anonymously

If that is all true, that's still just as bad. We shouldn't have to opt out of so many little things (in some cases, can't opt out) to stop being served ads to things that happened to be mentioned in passing. It's still upsetting, and I work at an ad agency

Oh i'm not disagreeing with that at all, but often times with stuff like this there isn't even an opt-out option. Otherwise multiple internet services wouldn't be free/affordable. They make their dollars on selling your info/history
