Both have Republican Governors, right? So if they move to the cabinet the Governors get to pick the new Senators? Assuming Biden doesn't want any more seats in the Senate going to Republicans.
(Copied from other reply) this is a result of their failure to flip senate seats by backing away from progressive policy. Now they deny cabinet positions to progressive political leaders who are responsible for turning out the vote. It's the self perpetuation of the losing cycle.
