Just to confirm, is the TV and the phone connected to the same wifi? If so, try power cycling your devices (phone, TV and router) before reconnecting. Also, make sure both the YouTube app and your smart TV are running on latest OS/firmware version. Let us know!

Both devices are connected to the same WiFi. I have restarted my router and updated YouTube on the TV. I also checked that the youtube app is updated and I’m still running into the same issue.
