My @TeamYouTube creator studio says people are spending more time watching my videos than ever before, and yet my earnings have gone down drastically - anyone else noticing this?

Time doesn't equate to money, unless you are placing multiple ads.

Something that was mentioned in a livestream that I watched the day before yesterday talked about how in January, advertisers don’t put as much money into ads as they do in nov and dec. Perhaps that causes a lower payout since the pool isn’t as deep?

I suggest you look at your analytics. You will gain a better understanding of how the ad rate floats, and can even look at that in terms of which countries are watching and generating ad revenue on each video. Go to the Analytics and go to the 'Ad Rate' option.
