IGN India's latest confirms this: offline retailers seem to be forcing bundles on customers to get rid of their accessory/game stock along with consoles.
"stores will try bundling games with their PS5s as selling them separately may be too tough a task."

A Sony center here in Chennai said accessories will not be sold separately. Only those who buy a ps5 console are entitled to buy accessories. Also that accessories that can be brought separately won’t launch until March
