Anyone else find it annoying that Blender's undo will revert the last operation AND the last setting changed at the same time?

Unfortunately there's a long way ahead. Polybuild is a step in the right direction, but honestly it feels like a really unrefined tool. You can do essentially all your retopo with Quad Draw in Maya but in Blender you'll need to switch tools constantly + no retopo view mode.
