        fuel duty is very regressive - hitting the poorest hardest.

        Untrue. The poorest can't afford cars. It hits the not-quite-poorest-but-still-poor hardest.

        What sort of fuel duty would we have if we abolished VED, and made it cost-neutral for an average vehicle (40 mpg?) doing average annual mileage (10k)? Has anyone proposed or modelled such a policy?
