1%? Seems a token but at least it is a step forward. Why not 100% and make democracy truly participatory?

Because most of any given year’s budget is already accounted for in existing commitments. We’d like *at least* 1% as a start because it’s at the sweet spot of meaningful (hundreds of millions of $) and also winnable (could actually get approved for the ballot)
