The common factor in "Keep everyone out!" and "Let everyone in!" is non-discrimination.

The thing about "keep everyone out" is that it's simple and hard to subvert. It recognizes the slippery slope and doesn't require much trust in people implementing it.

I agree, that's why it's a stronger equilibrium. If you know the powers that be will use every inch of discretion with utter malignancy, the tendency is to eliminate it, and just swallow the sub-optimality.
