"Open borders", as in "no entrance controls whatever", is probably never tenable, or only with very onerous internal security that'd cost way more. A non-democracy could certainly be way more free in handing out permanent residency.

Right. A non-democracy with no welfare could probably run with something like "registration on entry, no application necessary, anyone registered has permanent residency and ability to work barring forfeiture by crime". Though I'd want to try it for cultural issues first.

"Cultural issues" without the remotest prospect of a vote or public support are probably manageable, on the basis of historical precedent.
