If the world split into small city states as you would like, it would undoubtedly be divided along ethnic lines. There's a reason for this.

I can't imagine anything resembling whole minority communities arising in such an environment. "Tolerance" is a creature of democracy imo.

I was talking about Shanghai, which is something like a (large) city-state. Actual Pac Rim city states offer similar, or better, examples.
