In a semi-civilized society politics would be illegal. In a truly civilized society it would be impossible.

I'd perhaps put it this way - equality in the long run can balance and maintain on its own, civility cannot. Requires active participation.

For "active participation" I'd substitute "consistent incentives".

Put another way, I feel the universe likes equality, in the long run. Tends toward it. Civility, it could take or leave. That's on us.
