It's not required for the machines to be economic agents or non-economic agents. What's important is that humans have a certain portion of their existence which is outside the economy - it's from here that the economy can collect new value.

In fact, you have the whole theory backwards - it's not that machines are not economic agents. They are entirely economic agents, with every motion bought and paid for. It is because humans are not entirely economic agents that human life can be processed for value.
