I wonder if there are any examples of countries with a smart-and-educated-only immigration policy kind of weird that it seems every country admitting immigrants has an "everyone and anyone welcome" policy, without significant difference in the kinds of people they admit

so far as I can tell, it seems Singapore (which has a 47% foreign-born population! and immigration accounts for most of its population growth!) has a strict immigration policy, selecting for "workers" of various skill levels, and it actually enforces legal immigration effectively
